Can I login without addons enabled but still keep them?

As the title asks, are we allowed to keep our addons folder and simply login to the game without any addons enabled? Or are we forced to delete our addons folder? Also (sorry im sure this was answered somewhere) how does the felmyst staff ensure nobody is using addons? Does warden or some other program detect them?

I will support this, a very important point.
Can I be sure when playing in the arena that I rely on my memory in battle, and the enemy has a cooldown and diminishing counter?

Rename the folder “addons.backup”

it will save your addons and create a new empty folder when you log in
