How do I increase my FPS?

is it safe to play without FPS limit in the game from 2007? my laptop goes up to 165 FPS but ingame it goes up to 300 FPS unnecessarily and cant limit it throught video settings or even Vsync, cuz its still around 300.

cant change the refresh rate (only 165mhz available for me) and switching to borderless doesnt do anything to lower the framerate. its still 300-330

I use rivatunerstats to lock the framerate. 
if you turn on v-sync and tripple buffer it might lock the fps to your hz but i experienced massive performance drops doing this so i suggest you download riva and lock the fps through that instead.

Yeah, rivatunner is the software you want. It really caps your fps to your monitor refresh rate. You dont really need all the fps your machine can do if it surpasses your monitor refresh rate. Been using it for 3 years now.
